...of your database from a template [with open design] that you have access to, then it' easy: Just choose File > Application > Replace Design... from the menu, then choose the template and -- very important -- uncheck 'Hide formulas and LotusScript' before clicking on the 'Replace' button. After that the database design will be open.
Otherwise, there used to be a nice little GUI-based tool named hacknew.exe that allowed removing the Hide Design flag from Notes database headers. Google does not seem to know it any more, but I still have a copy of it. So, if you want, send me a message via LinkedIn or IBM Connections and I'll send you the file.
BTW, as you may already be knowing, removing the Hide Design flag from a database header will notunhide any Formula and LotusScript code that was encrypted using 'Hide formulas and LotusScript' (see above).
